Other ISPs such as Clearwire, Canada's Rogers Communications and some overseas providers were found to be throttling BitTorrent users to a greater degree.

AT&T Goes All or Nothing With Text-Messaging Plans

Wireless giant AT&T is reportedly planning to scale back its SMS text-messaging packages to exactly one plan: the Messaging Unlimited plan for $20 per month. New users who do not wish to subscribe to that plan will be charged on a text-by-text basis at 20 cents per SMS and 30 cents per MMS. Starting Aug. 21, the $10 bundle that offers 1,000 messages per month will be gone.

Forty-five thousand striking Verizon workers could lose medical benefits by the end of the month. A provision in the workers' contract allows suspension of medical benefits as of Aug. 31, Verizon spokesperson Raymond McConville confirmed, including coverage for prescription drugs, vision and dental services. Health coverage will still be available to striking employees who want to pay for it themselves.

Twenty-five years ago, I was in the business of auditing phone bills for many companies and saving them hundreds of thousands of dollars a year. Back then, that was a lot of money. I felt like Santa Claus and had lots of happy clients. Today, the utility and phone bill auditing business is even more important, but it's completely different. It can save much more money because there are so many more services companies buy.

Live streaming of CNN's and HLN's 24-hour television networks became available on CNN.com, the CNN App for iPad, and the CNN App for iPhone and iPod touch on Monday -- but only to a limited audience. CNN's rollout of its version of TV Everywhere for consumers reaches AT&T, Comcast, Cox, DISH Network, Suddenlink and Verizon subscribers. Those who are customers of other cable or satellite companies are out of luck.
