Saying it has cleared the way for even more innovation, Microsoft hailed a ruling that an antitrust settlement reached with the U.S. Department of Justice is punishment enough for its past misbehavior. Investors seemed to agree, sending Microsoft shares up 7 percent in early trading to $56.84, after the stock also soared in pre-market trading. But a European Commission official told reporters that the U.S. ruling should not be considered a road map for the outcome of antitrust action in Europe.

Re the EU case, the Europeans seem to take a much more administrative citizen-focused approach to marketplace competition. Their approach does not apply unlimited rights to corporations reductio ad absurdum, as U.S. law does.
The approach will mean a clean, no-fuss outcome. We will at least know if, contextually, all is fair in the EU process, because the EU as a trade group is citizen-centric.
Twenty-plus years of trickle-down right-wing economic control in the U.S. has sadly transformed the U.S. antitrust process into one which rationalizes overbearing power and control by the corporate sector. The EU process has potential to balance that a bit, although I predict the outcome will be a fine and a limited order unbundling Windows.
