I recently moved to Argentina, I am really surprised by the amount of American companies outsourcing here - for instance HP acquired EDS - and EDS has a huge office here.

Outsourcing Costa Rica in software development is becoming a technology Hub. Same time zone with US and skilled programmers are making it a very positive experience for many companies.
